Description 

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health, geoscience, and conservation of plant genetic resources for food and agriculture.

The Strategy, Performance & Learning (SPL) unit is a specialized unit within the Office of the Director-General, with responsibilities for co-developing SPC Strategic Plan and the necessary methodology, capability and practice for monitoring and reporting against the Strategic Plan. SPL has staff based at our headquarters in Noumea, as well as our regional office in Suva. We provide whole of organization service (Secretariat and member) through i) Strategy and Planning; ii) Monitoring, Evaluation & Learning; iii) Programming and Design. Our work is focused on creating the conditions for change, grounded in contextually relevant and culturally responsive practice.

The role - Integrated Planning Coordinator will provide high-intensity surge support to accelerate SPC’s integrated planning initiatives, achieving critical milestones by December 2026. Focus areas include harmonizing regional/national planning frameworks, embedding OneSPC Transformation priorities, and strengthening MEL capacity across Pacific Island Countries and Territories (PICTs).

The key responsibilities of the role include:

Accelerated Integrated Planning Outputs

• Facilitate the adoption of harmonized planning templates across the SPC divisions.
• Prepare grant country reports with financial tracking.
• Streamline the reporting process between Statistics Division and PICT planners.
• Coordinate and support the delivery of the Planners Forum.
• Support the drafting of the Action plan for Pacific Planners Forum developed (endorsed by Heads of Planning and Statistics).

MEL Capacity Building Outputs

• Supports knowledge management activities for SPL.
• Updates MEL learner and facilitator guides to reflect the 2025 Rebbilib data.
• Updates Pacific MEL Capacity Strengthening resources incorporating the 2025 Rebbilib survey data.
• Draft and refine the Action plan for Pacific Planners Forum (endorsed by Heads of Planning and Statistics).

OneSPC Transformation Delivery Outputs

• Facilitate and support OTP Steering Committee meetings, workshops, consultations for the OTP MEL actions and O & I Business Plan refresh
• Finalised OTP and O&I planning dashboards to facilitate engagement and informed and quick decision-making
• Completed procurement actions for key OTP and O & I actions for Q3-Q4.
• Coordinate and support the socialisation of the OTP across SPC and with partners.

Key selection criteria 

Qualifications  

• Bachelor’s degree in a relevant field such evaluation, international development, public sector policy, adult learning or equivalent body of knowledge and experience.  

Technical expertise

• At least 5 years of experience in national, MEL planning and coordination in the Pacific.
• Proven surge support success (example time bound grants, institutional reforms).
• Stakeholder coordination under tight deadlines.
• Understanding Pacific ways of learning, engagement, and/or partnership building.
• Demonstrated experience in building or supporting communities of practice / professional networks.
• Capacity development skills.

Language skills  

• Excellent English communication skills (oral and written) with a working knowledge of French being an advantage.  

Interpersonal skills and cultural awareness  

• Ability to work in a multicultural, inclusive and equitable environment.

Salary, terms and conditions 

Contract Duration – Until 31 January 2026

Remuneration – The Integrated Planning Coordinator is a band 9 position in SPC’s 2025 salary scale, with a starting salary range of 2,399‒2,998 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,220–9,025 (USD 3,190–3,988; EUR 2,938–3,672). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international staff employees on temporary contracts – SPC provides a housing allowance of FJD 1,500–5,200 per month. Relocation airfares, excess luggage, health and life and disability insurances are available for eligible employees. Employees are entitled to 25 days of annual leave per annum and other types of leave, prorated on contract length and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Languages – SPC’s working languages are English and French.
