SPECIAL NOTES:

High School diploma or its' equivalent is required.

Additional requirements:

• Knowledge and proficiency in Microsoft Office Suite (Word, Excel, Outlook).
• Two (2) years professional work experience with State of Florida Budgets – (i.e. state purchasing laws, contracts, and spending authority guidelines).
• Valid driver’s license.

Preference given to applicants with:

• Professional work experience with Legislative Budget Requests.
• Special consideration may be given to eligible candidates who have bilingual verbal and written skills that meet a critical need of the agency’s mission.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES :

Incumbent of position is a member of DFS’ Disaster Response Team and, in that capacity, may be required on short notice to perform duties and necessary attendant travel in support of disaster relief efforts.

The Budget Analyst will be expected to work independently perform a full range of assignments under limited supervision. The work will require the ability to apply an extensive knowledge of business practices and procedures to work from general instructions to adapt and apply knowledge in a variety of complex situations, and in recommending solutions to problems of a specialized or general nature. The work will require skills in analyzing and interpreting data, policy and procedures or in using equipment to arrive at logical conclusions or recommendations. The Budget Analyst must use initiative and creative planning in devising new methods and approaches to solve major problems.

The Division Budget Analyst primary responsibility will be overseeing the Division’s budgetary process to ensure efficiency, accountability and effective operations. The Budget Analyst will do this by examining and preparing budget estimates and proposals for completeness, accuracy, and conformance with procedures and regulations, and analyzing budgeting and accounting reports for the purpose of maintaining expenditure controls.

Budget Management:

• Develop, prepare and utilize the Division’s Budget.
• Tracks the Division’s budget expenditures, balances and prepares fiscal projections.
• Coordinate with the Budget Office to develop and maintain spending plan to track budget expenditures.
• Provides the field offices with a monthly report of expenditures.
• Prepares requests to Finance and Accounting to certify forward any outstanding encumbrances and track these expenditures once they are approved.
• Reviews accounting reports to ensure any expenditures and outstanding encumbrances are consistent with internal accounting purchases.
• Directs preparation of regular and special budget reports to interpret budget directives and to establish policies for carrying out directives.
• Directs compilation of data based on statistical studies and analyses of past and years to prepare budget.

Legislative & Program Planning:

• Interprets laws, rules, policies and/or regulations related to the Legislative Appropriations, purchasing, and Finance and Accounting.
• Consults with management to ensure adjustments are made in accordance with Division’s Long-Range Plan (LRPP). Prepare, analyze and compile financial data, as it pertains to the Division, for the Legislative Budget Request (LBR) and the Long-Range Program Plan (LRPP) during the budget process. Assists in the preparation of legislative budget requests and/or amendments, including the review, examination and preparation of detailed analysis of issues. Reviews and preforms detailed fiscals and technical analysis and makes recommendation on legislation, annual budget requests, amendments and other budget issues.
• Analyzes accounting records to determine financial resources required for the Division and submits recommendations for budget allocations.
• Reviews operating budgets to analyze trends affecting the budget needs.
• Analyze and coordinate financial information for budget amendments to transfer spending authority appropriately.
• Provide input on salary, benefits, and rate utilization in reference to the Division’s personnel rate usage.
• Tracks the Division’s rate balance and prepare status reports of rate and position vacancies.

Purchasing & Financial Analysis:

• Assist with the Division’s purchasing functions and make recommendations to ensure purchases are made within allotments of all categories.
• Recommends approval or disapproval of requests for funds.
• Advises staff on cost analysis and fiscal allocations.
• Correlates appropriations for appropriations within the Division for items to include emergency funds for disaster preparedness plan each fiscal year.
• Conduct research and analysis for management on purchasing, finance, accounting, and budget issues.

Special Initiatives & Program Administration:

• Assist in the reporting requirement of the DSO (Direct Service Organization) which was mandated with HB 119, under Section 626.9895. F.S.
• Develop and monitor procedures for the administration of federal forfeiture funds and gain spending authority to utilize these funds.
